Presentation of Chairman of Vinh Tan International Port on “The role of logistics system in socio-economic development of Binh Thuan and neighboring area”

Under the theme of “Connecting potentialities – Sustainable development”, the 2019 Binh Thuan Investment promotion conference, held by Binh Thuan provincial People’s Committee, was fully graced by the presence of Deputy Prime Minister Truong Hoa Binh, Secretary of Binh Thuan Party Committee Nguyen Manh Hung, Chairman of Binh Thuan provincial People’s Committee Nguyen Ngoc Hai, representatives of Central Agencies, cities and provinces nationwide, businesses and investors.

Over the past 10 years, following investment call, Pacific Corporation came to Binh Thuan, Vinh Tan International Port, invested by Vinh Tan International Port JSC, a member of Pacific Corporation, becomes one of key transport infrastructures projects in Binh Thuan, plays an important role in the socio-economic development of Binh Thuan Province, South Central and Central Highlands. On the occasion of this Conference, Vinh Tan International Port is honored to make a presentation on “The role of logistics system in socio-economic development of Binh Thuan and neighboring area”. First of all, on behalf of Vinh Tan International Port JSC – a member of Pacific Corporation, I would like to send my respectful greetings and best wishes to all of you, and sincere thanks to all leaders of Binh Thuan Province who give us the honor of presenting at the Investment Promotion Conference today.  

Ladies and Gentlemen,

As we all know, Binh Thuan has a coastline of over 190km, with delicious dragon fruits well-known throughout the country, a gateway of the South Central region. The West of the Province is the prosperous Central Highlands, with many different locality items such as: Agricultural products of Da Lat; Bauxite ore, Alumin of Dakrong and Lam Dong. All of these products are yet to have a proper transportation system to collect effectively to export to other regions as well as overseas. Instead of using the long conventional transportation method, we would like to present on “The role of logistics system in socio-economic development of Binh Thuan and neighboring area”.

Ladies and Gentlemen,

Binh Thuan has a low agricultural land area, while there are large and potential area for industrial development. Currently, Binh Thuan Province has over fifteen industrial zones and industrial clusters; but with a rather low occupancy rates. Such incommensurate between the actual development and its potential is mainly due to the lack of synchronous transport infrastructure. In particular, under-developed port traffic network results in a low connection between Binh Thuan and other  localities and internationally.

At present, most of the import and export goods of Binh Thuan and the neighboring areas must go through the ports located in Ba Ria – Vung Tau, Dong Nai, Khanh Hoa and Ho Chi Minh City. Thus, the distance of goods transshipment is hundreds of kilometers apart, which is too far, not only affecting the quality of the road transport infrastructure system, but also increasing logistics costs and reducing product competitiveness, and greatly affects the investment efficiency of businesses.
 
Ladies and Gentlemen,

In April 2019, Vinh Tan International Port in Vinh Tan Commune, Tuy Phong District officially came into operation. Vinh Tan International Port belongs to the Seaport Master Plan Group No. 4 – South Central Region with the scale of one 3,000DWT terminal, two 50,000DWT terminals, and the development of 70,000DWT terminal in near future. The Port is invested in synchronous infrastructure, with a system of bulk yards, general cargo yards, container yards, silo warehouses, and warehouses reaching the designed operational capacity of 8 million tons per annum.

We hope Vinh Tan International Port, with its central location in the East-West economic corridor, will contribute to connecting Binh Thuan, Ninh Thuan provinces with the Central Highlands and South Central, with more than 50 industrial zones, large and small export processing clusters.
 

Most import and export goods, especially goods from industrial zones, are transported by containers. By other enterprises’ and its Feeder Container transport service, Vinh Tan International Port will connect with inland ports and international transshipment ports regionally such as Hong Kong or Singapore. Through Vinh Tan International Port, this service will connect goods exported from shippers’ warehouse to foreign ports and vice versa, to fill in industrial zones and industrial clusters in Binh Thuan, South Central and Central Highlands.

Thus, if the National Highway 28B is upgraded up to the standard, it will connect to satellite logistics centers, shorten the distance of goods transshipment, reduce the cost of road transport by going directly to Vinh Tan. It can be seen immediately in reality that some items such as: Bauxite ore, alumina from the Central Highlands’ provinces, and input materials for factories such as coal, chemicals, construction materials will reduce prices. Recently, many domestic and foreign businesses, including Japan, have come to Vinh Tan International Port to survey. The key comment is one which the inter-regional traffic system has not yet built and upgraded synchronously, which they are reluctant to decide to go through Vinh Tan International Port.

Ladies and Gentlemen,

In order to “Complete the construction of logistics infrastructure and transportation routes, connect seaports with regions and localities nationally and internationally” in the spirit of the 8^th Conference Resolution of the 12^th Central Executive Committee on the Strategy for Sustainable Development of Vietnam’s Marine Economy to 2030, with a Vision to 2045, we kindly propose to the authorities to attend on the following issues:

1. Upgrading and expanding National Highway 28B connecting National Highway 1 with National Highway 20, through Binh Thuan and Lam Dong provinces.
2. Upgrading National Highway 55 with a length of over 230km, connecting three provinces: Ba Ria – Vung Tau, Binh Thuan, Lam Dong.

Ladies and Gentlemen,

Over the past 10 years, following investment call, we came to Binh Thuan. At this moment, we and our partners have been implementing various infrastructure projects in Tuy Phong, Bac Binh and Ham Tan districts. We were very much appreciated with the care of leaders of the Central Government and the Province has shown by many visits and encouragements to our employees in the construction site, or their proactive actions to support and resolve any difficulty.

Over the past 10 years, together with our business investments, we and the organization we have founded, the Central Disaster Prevention Support Fund, now the Disaster Prevention Community Fund, have provided support to the social security works in the Province about 25 billion dong through projects such as schools, clinics, or programs: For the poor; Encourage students to school; Support poor women in natural disasters. And in So today, in order to further utilize the great potential of the Province’s industry sector, we would like to sponsor 5 billion dong more for development of the Province’s industrial strategy.
 

Ladies and Gentlemen,

Binh Thuan – a strip of green land on the East Coast is flourishing day by day. There is lyrics that “The peaceful land for birds to fly back, the wide sea heart, is Binh Thuan homeland”.
Right here, our beloved Uncle Ho used to teach at Duc Thanh School, Phan Thiet City. On the occasion of 50^th Anniversary of Uncle Ho’s Will, today, as the slogan of the Conference is “Connecting Potential – Sustainable Development”, we hope Pacific Corporation and our subsidiaries can contribute a small part to the socio-economic development strategy of Binh Thuan Province.
